Fix PooledBuffer serialization & initialize ActivationMigrationMana…

…ger on startup (dotnet#8852)

* Fix MigrationContext serialization

* Ensure ActivationMigrationManager is started during silo startup

* Add additional PooledBuffer tests + cleanup
