What kind of change does this PR introduce?
Adds a rough Vietnamese translation. Some fonts with special accents not available so we just used plain letters for those to allow compile.
Other information:
These characters are missing fonts: ệỗứềấậếộồầụớừởắẩịểỉỏửảặựưằợữủơổẹẫũờạố
In future, someone might make custom bitmap art for the missing characters or some other method. Currently all words with those special characters are using simple ascii letters. This may lead to some words having different meanings, but people might be able to guess.
