Adding support for AMD_LOG_LEVEL in conformance tests. Applied following changes for conformance tests: 1.Removed patch for conformance tests on nvidia 2.Updated HIP commit id to latest 3.Updated build command for AMD. Change-Id: Ic4a6cde70ff7577fb33a08329aca293b44c62d11
