We don't support PXE boot anyway. So building and including the option rom for the nic is pointless. Since libxl has no option to change this it's easier to just change the qemu default to disabled.
The version included in Fedora 25 is too old to support the mptsas1068 scsi controller so we need to build one ourself.

The 'mptsas1068' controller seems to work fine with Linux and Windows (QubesOS/qubes-issues#3068) but needs a newer SeaBIOS than shipped with Fedora 25.
