qubes-ctap-proxy: missing dependency to python3-packaging

Brief summary

Currentry, qubes-ctap lacks a dependency to python3-packaging.
So, in order to make the ctap proxy works correctly, python3-packaging must be installed manually.
This mostly affects minimal templates users.

Steps to reproduce

1. install qubes-ctap-dom0 on dom0.
2. install qubes-ctap to template.
3. qvm-service --enable something qubes-ctap-proxy

Expected behavior

Security Key works.

Actual behavior

Security Key doesn't work.
