https://github.com/Qiskit/qiskit_sphinx_theme/blob/main/docs_guide/intro/new_doc_project.rst has extensive instructions on how to deploy docs to qiskit.org, which is no longer supported. Instead, we should give instructions for how to deploy using GitHub Pages, per Qiskit/ecosystem#578.

Fix Qiskit 1.0 release and remove references to qiskit.org (#590)

Closes #588 and
fixes CI breaking due to the release of Qiskit 1.0.

The major remaining reference is our guidance on how to deploy docs
projects, which is tracked by
#591.
