VQEProgram RuntimeJobFailureError when ansatz EfficientSU2() has no parameter specified #67

Describe the bug
VQEProgram fails when using ansatz = EfficientSU2() that does not have any parameter.
This specific ansatz works well in classical VQE (i guess some parameter values are used by default when none is specified)

Expected behavior

Suggested solutions
Error message might be explicit or Runtime VQEProgram might use predefined default parameters

This commit adds a basic CI configuration for the qiskit-runtime
repository. It adds 3 jobs, a unittest job that runs the repository's
sole unit test on all supported platforms, a docs build job that
verifies the docs build, and a doc publishing job that will build the
documentation on tags and upload the built html to
https://qiskit.org/documentation/partners/qiskit_runtime . We should add
some lint/style jobs but that can be done in a follow up commit because
it's likely that we'll need to update the code to conform to whichever
tooling we decide on.

VQEProgram has been deprecated and renamed to VQEClient link

Edit: When running VQE with no parameters (ansatz = EfficientSU2()) there is an error

ValueError: The dimension of the initial point (0) does not match the number of parameters in the circuit (32).

I'm getting the same error when running the real VQEProgram with no parameters

or depending on the other VQEProgram parameters

@patdenim I left some comments above - there should be a more detailed error message when ansatz = EfficientSU2() is used with no parameters
