Download the base image tags on the server side and retrieve them client-size through new API endpoint /vre/containerizer/baseimagetags
Dependencies can be dropped from environment.yaml by adding
"r-mypackage": null
in the "r" section of the file at MODULE_MAPPING_URL.
This is useful to for packages that cannot be installed with
conda, but are included in the NaaVRE flavor.
