ControlSignal: Do not recalculate costs on Port._update #2722

The function (TransferWithCosts) calculates costs during execution. The expected results for the modulation simple test reflect halving of calculated costs: [20, 24, 28, 32, 36] -> [10, 12, 14, 16, 18]

Partly closes: #2721
