Add household AI endpoint

Fixes #450

This is a draft. The following are items that still need to be addressed:

• Add tests
• Add an option to emit an entire household object to the AI explainer endpoint to prevent the need for storage, but with a processing time trade-off
• Make streaming outputs opt-in and default to an entire response object
• Update the household AI explainer doc to reflect these changes
