There was a small discussion on Discord, and pretty much everyone involved agreed to have legalities for Gym Leader Challenge on this API
I didn't add any legality to cards that are neither expanded legal nor expanded banned. I also didn't add any legality to rule box and ace spec cards. Every other card is either "Legal" or "Banned"
I haven't added set legalities, but at the end of the day the set legalities are exactly the same as expanded, so I don't know if we really need them
