Can't setup transfer pokemons! Need help

The problem that i can't transfer pokemons. They are get full and i got message: no space for pokemons.
What i have in config:

Well, the default does not release, as it does only relkease below 0 (which is never true).

For example if you want to keep the best 1 Pokemon based on IV of any type, use "any": {"keep_best_iv": 1},

If you want to keep the best, based on CP, and the best based on IV, use "any": {"keep_best_iv": 1, "keep_best_cp": 1},
Read the comments for further custom release configurations.
