This PR adds a workflow that will post a message in any PR that modifies files within the
/demonstrationsfolder. The message reminds the author to please update thedateOfLastModificationfor their changes to appear on the pennylane website. The last GitHub bot comment on this PR is what this will look like.NOTE: Edited some metadata to test. Do Not Merge until that data is reverted.
