add warning banner when visiting latest version of doc site to remind that this version may display features that are not available in the latest release.
To review and test the effects of this change, you can have a look at the online test version of the site at https://pantheontest.readthedocs.io/en/latest/ and then switch version or run it locally with mkdoc serve and add /#/latest/ at the end of urls to simulate having the
/latest/string in the url.Fixed Issue(s)
