RTD Python version 2.7 does not have the
mkdocs-markdownextradata-plugin==0.0.5plugin available and of course it breaks the build. So fixing the python version used to build on RTD to 3.7 with a readthedocs.yml config file. Also setting the exact same version in jenkins build to prevent other issues on Python version.
