Expected behavior

Expected to see bedrock generation at the very bottom of the world with thickness of 1 block and no height variation after setting "generate-flat-bedrock" to true under "environment" inside of paper-world-defaults.yml.

Observed/Actual behavior

No observable change from default generation.

Steps/models to reproduce

  1. Install latest Stable (or development tested both) version of Paper
  2. Perform first time server startup and shut down
  3. Change aforementioned setting in paper-world-defaults.yml and delete "world" folder
  4. Start server and allow world re-generation
  5. Dig down, cry ;(

While waiting for a fix, this data-pack can be installed, confirm that it does work on 1.19.3.
