Description

  • Add MyPy
  • Upgrade many dev dependencies
  • Add Dev Container for GitHub Codespaces

Motivation and Context

Better developer experience, first start at type hints, and compatibility with GH Codespaces and latest VSCode extensions

How Has This Been Tested?

Tested in vscode on codespaces

  • New feature (non-breaking change which adds functionality)
