move "fluid/platform/device/gpu/gpu_device_function.h" to phi
Changes:
paddle/fluid/platform/device/gpu目录下的gpu_device_function.h,rocm/rocm_device_function.h和cuda/cuda_device_function.h复制到paddle/phi/backends/gpu目录下，然后将它们与fluid进行解耦。phi下对paddle/fluid/platform/device/gpu/gpu_device_function.h的依赖替换为对paddle/phi/backends/gpu/gpu_device_function.h的依赖.fluid下的头文件 [PHI decoupling] remove "gpu_device_function.h" in fluid. #48117
