Changes for 4.3.5 version

@jdebacker, I plan to merge PR #2852 on Monday morning (assuming you have no objections).

So, after I merge #2852, I'm hoping you can on Monday merge this PR #2855 and then create a publicly available 4.3.5 taxcalc package that can be installed using pip. That will enable me to merge a pending TMD PR that contains results affected by this new version of Tax-Calculator.

Thanks for your help in allowing the tax-microdata (TMD) project to make rapid progress as we approach our deadline.
