The pull request resolves the enhancement request discussed in issue #2092. See that issue for the details on the kinds of policy reforms that can be simulated after the introduction of this new policy parameter.
A reform that uses this new policy parameter has been added (as number 64) to the
taxcalc/tests/reforms.jsonfile.
