No Insert Component menu option on the context menu in the Visual Editor's editing area

Note:

You can invoke the "Insert" menu in Visual Editor in two ways:

1. clicking the "Insert" button on the bar
2. right-clicking the editing area in Visual Editor and selecting "Insert".

Both Insert menus normally match, except that Option 1 above has the "Component" option while Option 2 doesn't.

Repro:

1. Edit a page.
2. Right-click the editing area in Visual Editor.
3. Select "Insert" on the menu.
4. Check for the "Component" menu item to insert a component.

Expected: "Component..." is on this "Insert" menu.
Actual: No "Component..." on this "Insert" menu.
