fix(api): Revert "new p10s function added to config file (#2774)"

This reverts commit 9c5e0a2. The revert is because shipping this change might compromise users’ science efforts if their aspiration volumes change without sufficiently notifying them. Instead, the changes will be implemented in code temporarily and hidden behind a default-disabled feature flag.
