Currently we manually build because building with CUDA/ROCM/OpenCL support doesn't work without custom CI workers. Turn this into an automated flow, rather than manually building. need runners for win/osx/linux https://github.com/actions/runner. will accept volunteer runners. maybe use beta ? github/roadmap#505

We would need a machine with a GPU running Linux and another machine for
the GPU running Windows
and since there is plenty of code that tests what it means to have multiple
GPUs it would be ideal if there was two of the same kind
The quality doesn't matter much as far as it can be an old one
and of course you would need to run the GitLab runner software on it or
give me SSH access and I could set it up myself
