[BUG][python-fastapi] Updated pyyaml and httptools in requirements template to resolve compatibility issues with Python 3.12 #19666

Update the requirements.txt template for the python-fastapi generator to use updated dependency versions:

  • Change PyYAML==5.4.1 to PyYAML>=5.4.1,<6.1.0
  • Change httptools>=0.1.2 to httptools>=0.3.0,<0.7.0
    This should resolve the compatibility issues with Python 3.12 and allow successful installation of the dependencies.

    IMPORTANT: Do NOT purge/delete any folders/files (e.g. tests) when regenerating the samples as manually written tests may be removed.
  • File the PR against the correct branch: master (upcoming 7.x.0 minor release - breaking changes with fallbacks), 8.0.x (breaking changes without fallbacks)
  • If your PR is targeting a particular programming language, @mention the technical committee members, so they are more likely to review the pull request.
