As demonstrated by Hilmy in #719 (see #719 (comment)), errors occur when a custom region tries to access Obaco services. The ObacoService should be disabled for any custom region.

This change removes all hardcoded dependencies on the OneBusAway.co server and makes it straightforward to use a different server in place of it.
