Breaking change

There is a breaking change in this release - it removes the articles and interactives packages. These are for APIs that are no longer in use and we believe the api clients are no longer in use either. Therefore it has been issued as a minor release rather than a v3 as this would cause work for our other downstream apps. This is a byproduct of a client monorepo which we are actively moving away from in favour of SDK packages bundled with their APIs.
