Clarify effective publication

Lines 71-72: a suggestion to the Authors: would it be useful to refer to the concept of effective publication?, as it is perhaps the first condition for a name of a plant to exist. It seems not a “theoretical” concept and is at the forefront of the different versions of the Code and other nomenclatural treatises.
