matrix-synapse: 0.31.2 -> 0.33.0

Motivation for this change

v0.31.2 appears to no longer be able to receive messages from matrix.org.

Also, as I care about matrix-synapse, I've added myself as maintainer -- please tell me if you think it's unneeded :)

Tested in production on my current HS (running 18.03 for the rest of the system).
