This adds a default calibration file that is agnostic to the underlying signal analyzer and updates the readme to include documentation on the purpose and structure of the cal files. In addition, it exposes a new setting to identify the default calibration file so it may be recognized when the default cal is in use. Currently a draft pending NTIA/scos-actions#106 and associated sigan PRs to allow updating the dependencies.
