Pull Request Description

For ENERGY STAR SF National v3.2, ENERGY STAR MF National v1.2, ZERH SF v2, and ZERH MF v2,
When the Design Home does not include a clothes washer, the Target Home should be configured with Energy Rating Reference Home washer per Standard 301.

@shorowit Impact on target ERI

It seems that the clothes washer has a quite significant impact on the ERI of the target home (reference home).

Single-family Target Home (base.xml)
When there is no clothes washer in the design home, an energy rating reference home clothes washer is configured instead of an std-2018 clothes washer. As a result, the ERI increased by 1.7 for ZERH v2 and ES v3.2.

Multi-family Target Home (base-bldgtype-mf-unit.xml)
When there is no clothes washer in the design home, an energy rating reference home clothes washer is configured instead of an std-2018 clothes washer. As a result, the ERI increased by 3.1 for ZERH v2 and 3.3 for ES v3.2.

Thanks, @bpark1327. The good news is of course that the ERI target will get easier for these homes.

@shorowit Fortunately, that's a relief. The specs affected by this update are ZERH SF v2, ZERH MF v2, ES SF National v3.2, and ES MF National v1.2. Other specs are not affected.
