[INSTALL] Latest version of NCEPLibs-ncio on all platforms #437

Which software in the stack would you like installed?
NCEPLibs-ncio was updated NOAA-EMC/NCEPLIBS-ncio#53 to include handling of time_iso in the model output netCDF file.
A new tag of NCEPLibs-ncio needs to be created and installed on all machines in support of cycling applications with GSI.

What is the version/tag of the software?
A new tag of NCEPLibs-ncio needs to be released and installed.

What compilation options would you like set?
Standard.

Which machines would you like to have the software installed?
Hera, Orion, WCOSS_Dell_P3, WCOSS2
With Intel compilers on all above.
With GNU compiler on Hera

Additional context
This change is required in order to reinstate cycling capability with the ufs-weather-model develop branch in the global-workflow.
It is required in the GSI to be able to ingest backgrounds from the model develop branch.

Any updates as to when this issue will be acted upon? We are unable to run the analcalc job in the prototype JEDI GDAS system due to DA app interp_inc.x failing with the error

 FATAL ERROR: reading longitude_in for file=siginc.nc.06:
 NetCDF: Start+count exceeds dimension bound
 STOP.
999

Implementation of NOAA-EMC/NCEPLIBS-ncio#53 should allow this DA app to successfully to completion.

I think this needs to be redone with the fixed ncio (see NOAA-EMC/NCEPLIBS-ncio/pull/59)

We have installed ncio v1.1.2 which should fix all known issues
