Description
This PR brings fv3atm up to the latest 02c3bac hash for FV3 "the dycore". This update brings in bugfixes for tracer initialization via external_ic::get_nggps_ic and other minor bugfixes and better error messages. The updates should also address standards non-compliance picked up by the gnu compiler.
