The spack-stack path is changing on Hera. This PR updates the path to the new location.

Resolves #64

Execute ush/build.sh on Hera from a working copy of feature/update_hera_path. The build successfully complete. The GSI-utils repository does not contain ctests. Some GSI-utils executables are exercised in g-w. I did not install this PR inside a working copy of g-w.

GSI-utils issue #66 has been opened to document

  1. Hera gnu build in develop at f716012 is broken
  2. gnu spack-stack is not yet available in contrib/spack-stack
