Check whether mft/crl renewal for the new key happens - add test if that was apparently missing.

There was an issue with manifest/crl renewal for 'staging' keys in 0.9.x. Since
then some other (unreleased) issues were introduced, all of which should now be
fixed.

There was an issue with manifest/crl renewal for 'staging' keys in 0.9.x. Since
then some other (unreleased) issues were introduced, all of which should now be
fixed.
