I'm starting to use modify_fates_paramfile.py in my workflow to directly modify parameter files starting from the version-tracked cdl ones, and realized that for sanity / provenance tracking sake I needed to record each action in the modified netcdf parameter file's history attribute. This PR does that. Not tested by test suite because only the one python tool was modified, but I've used this code and found that it works as it should.
