[Velocity] Ping refresh bug in layout

Describe the bug

same as #479

But sth was different.
The bug didn't appear when I was not using the layout mode.
using /btab reload then the bar would go back to normal,i needed to do that step every time a new player joined.
maybe that's a refresh issue.

Expected behavior

the bar shoule be green when players join.

Steps to reproduce

enable the layout in layout.yml (Velocity)
restart Velocity and the Paperspigot server
let one player join the server.

I'm afraid you failed with your 3rd checkbox. This is a missing internal function which I have limited ways to test, but it should work now.
