Anti-feature: drop Python 3.9 Support in the Spring (when Xarray drops Python 3.9) to be SPEC 0 compliant

Numpy dropped Python 3.9 support on April 5, 2024 (NEP 29)

On Apr 05, 2024 drop support for Python 3.9 (initially released on Oct 05, 2020)
