Purpose

  • Add a starter kit template for defining a project's governance model

Proposed Changes

  • ADD starter kit template for project governance

Issues

Testing

  • As this is documentation, no testing is required
  • The governance model has (in its original form by @ewferg) been leveraged by NASA-AERIE
  • The model has been discussed with other NASA projects / missions for feedback
