Create a CMS page for TikTok Reporter

Description

This ticket relates to the original Jira Intake ticket https://mozilla-hub.atlassian.net/browse/MOFOTP-143 and GitHub design ticket https://github.com/MozillaFoundation/Design/issues/1299 . The intention is to create a page with a new design that would follow the same structure as the Regrets Reporter page.

We have confirmation that we should be able to use our usual snippet signup. As part of the CMS effort for the TikTok, we will also want to CMS-ify the Regrets Reporter using the same structure and snippets from the TikTok page.

Any mockups will be provided as part of the GH issue listed.
