This moves the Stamina subsystem into the
SS_TICKER
bracket, along with trying to ensure it fires with consistent timing viaSS_KEEP_TIMING
.Fixes #3759 (hopefully)
Why It's Good For The Game
Should hopefully prevent issues of being stuck in stamcrit/slowdown during meteors and such.
