About The Pull Request

This moves the Stamina subsystem into the SS_TICKER bracket, along with trying to ensure it fires with consistent timing via SS_KEEP_TIMING.

Fixes #3759 (hopefully)

Why It's Good For The Game

Should hopefully prevent issues of being stuck in stamcrit/slowdown during meteors and such.

fix: Stamina regeneration and stuns/incapacitation wearing off should hopefully be more consistent regardless of server lag.
