Who Has The Authority To Settle Markets?

it looks like markets are managed by some admin, who gets to create, open, close, and settle markets. is that correct?
also, does this mean outcomes are reported by a market's admin (as opposed to some sort of oracle)?

That is correct, the authority for the market is the only authority that can set the winning outcome. This is not to say that the authority behind it (e.g. BetDEX as they are creating all mainnet markets right now) cannot make use an external oracle. One of our upcoming roadmap items is to make it easier for operators to use external oracles for market creation and settlement. No set timeline on this yet though.
