Change the snark worker, account creation, and transaction fees in the realistic configs, per the document Finalize default Fees in Notion.

The realistic configs are imported by testnet_postake_medium_curves, exclusively, so these new values will be used for the upcoming testnet.

Create a new config, account_creation_fee/low.mlh and use it in dev, which would otherwise use the new value in realistic.

Closes #7916.
