Indeed this version is outdated, APT lists need to be updated.
Please do:

apt update
dietpi-backup
  • DietPi-Backup should now be able to install rsync.

The function that is called by dietpi-backup to assure rsync is installed now updates the APT lists automatically, if any package needs to be installed: 05b644d
Changelog: 94f8519

However the case is very rare, solution for pre-v6.26 provided above. I mark this issue as closed, however feel free to reopen if required.
