Speed up button should account for current gas prices

Problem:

Currently the "speed up" button increases the gas price by a certain fraction, but if the gas market has changed substantially since the original transaction.

Solution:

The speed up attempt gas price should be EITHER an increase over the previous attempt by a certain fraction OR a re-calculated good gas price, whichever is higher.
