incremental bugfix release:

• added mention of SR_SHIMDEBUG to sr_post(1) man page.
• bugfix #287 ( sr_watch no heartbeat processing if no events occur )
• more debug output when application is sleeping.
• sr status now prints all config names even if all stopped or all started.
