There were a bunch of problems with cleaning assets in versions 4.2.0 and 4.2.1 (rails/webpacker#2391) so we're going to jump straight to 4.2.2.

This PR replaces #4260

Note: we now need to set the NODE_ENV variable or else the default (production) environment is used


          webpacker: update webpacker to version 4.2.2
