There are some cases where a refresh archives a number of VMs and
creates new ones based on our reconnect rules, but it is desirable to
continue to use the previous ones. This tool assists in that process by
finding pairs of Vms which have the same unique key and the older of the
two is archived and the newer is active, and re-activates the older vm.
