Cloud Intel -> Chargeback -> Storage -> Add new rate

  1. Issue
    on mouse focus is highlighted whole form instead of one row

  2. Issue
    When new a tier is added(by pressing button Add), the then tier is added to the improper metric

Caused by ManageIQ/manageiq-ui-classic#2812 which is fixing ordering problem for edit (I don't see any problem in editing of rate)
