Utilization/Trends are shown on the container provider level but not on the projects level #7186

On the container provider level, Aggregated Node Utilization, Node Utilization, Network Utilization Trend, and Pod Creation and Deletion Trends are shown:

On the projects, they are empty:

Given the screenshots in #2762,
I believe this used to work. (Added in #1527, converted to pf/angular in #2499.)

The last fix I'm seeing in that area is #7033, backported May 11.

Do we know if this is from a build with that fix?

I just ran some metrics collection of an OCPv4 provider locally and am seeing metrics being rolled up to container projects, and if you click on "utilization" on one of the projects the charts work there.

It just appears to be the dashboards that don't show anything, this is with current upstream master
