Without proper spec versioning, package managers can get confused over which build to install, causing inconsistent behavior. The spec should be versioned each time the files are changed.

Nice catch. Easily missed.
Fortunately, the included rpm spec is used as a suggestion or guide incase the user or distro has nothing to work with.
I've noted that Mageia, and Fedora create rpm spec files that meet their requirements, and often differ from the "suggestion". Likewise with Debian, Arch, others.

The more eyes that see and find problems, the shallower the end problem.
